Umpire development is an important part of the ICC Development Program and to this end, the ICC has established a panel of Associate and Affiliate Umpires.  Each region was asked to nominate their four best Umpires and these twenty Regional Umpires will officiate the WCQS Division Two Tournament in Malaysia in February 2005.  Europe’s nominated Umpires are Trevor Henry (Ireland), Paul Baldwin (Germany), Niels Bagh (Denmark) and Eric Cooke (Ireland).

Prior to and during this tournament, Chris Kelly, ICC Umpires and Referees Manager, will conduct a fast track Umpire development course and the Umpires will be evaluated.  Following the Malaysia tournament, selections would be made for the 12/16 Umpires who will make up the final Panel and also the 4/6 Umpires to officiate in the ICC Trophy in 2005. 

The Panel will be required to attend an ongoing programme of education and assessment during 2005-06 and also to officiate at Regional Inter-continental matches.  The opportunityfor further nominations for the Panel will be given at a date to be determined.  The process will be overseen by an ICC Development Umpires Sub-committee consisting of Chris Kelly, Graham Cooper (ECC Umpires Consultant), a member of the ICC Elite Umpires Panel and Chris Briers, ICC Operations Manager.
