ICC Europe Annual Support Program

One of the most important areas of the ICC European Development Program is the Annual Support Program. The ASP provides National Governing Bodies with additional funding that can be used to help develop cricket in certain areas. The ASP allows countries to develop and strengthen areas such as Coaching, Coach Education, Umpire/Scorer Education, Facilities and Equipment. Resources can also be provided through the ASP.

All ICC Member Countries and Prospective members have been allocated a grant for the Annual Support Programme. This is based on the senior and junior playing numbers in each country and will be reviewed each year, with final playing number totals having been taken from countries ICC surveys. Each country is allocated a grant which can be spent from January 1st 2008 to December 31st 2008.

All requests for support must be made by the National Governing Body. No support will be provided to requests made direct from individuals or clubs. It should also be noted that ASP funds cannot be used retrospectively. Support will only be authorised for applications which are based on future events.

Any requests for support will have to be authorised in advance by the RDM/RDO. After Dec 1st all surplus monies not allocated will be directed to the Special Projects Fund allowing further support to those countries that have their grant spend allocated.

All invoices and expenses relating to ASP expenditure must be submitted to the Europe Office before 16th November 2008 so that accounts can be closed before the end of the financial year (December 31st 2008). If the relevant information is not received by the November 16th deadline EDP funding will not be given even if support has been agreed. Funds not allocated or spent by the deadlines provided cannot be carried forward into the 2009 budget.

Subsidies

Individual Country Boards can apply to ICC Europe for subsidies on youth equipment and facilities orders made through the Annual Support Programme. The subsidies awarded should cover a wide range of development initiatives and not be spent in one or two areas. All spending will be at the discretion of the ICC RDM & RDO.

The subsidies on offer are as follows:

ICC Associate Members ICC Europe fund up to 50%, Country funds 50%
Carriage Costs - Country 100%
ICC Affiliates Members ICC Europe fund up to 75%, Country funds 25%
Carriage Cost - ICC Europe 50% (taken from ASP Grant) - Country 50%
Prospective Members ICC Europe fund up to 100%
Carriage Costs - ICC Europe 100%

Ordering Procedures

FLICX, NOTTS SPORTS, BOLA

  1. CCountries requiring equipment through the above companies should contact the RDO, by e-mail, to seek subsidy as part of the Annual Support Programme. All requests to be included in the ASP Application Form.
  2. If subsidies are agreed the nominated contact from each country should place the order direct with the relevant manufacturer and copy the RDO in on the order. All invoices should be sent to the Europe Office.
  3. The EDP will pay the manufacturer and then invoice the country for the outstanding/agreed amount.
  4. Countries that need to place orders for equipment, unsubsidised by the EDP, should order from the manufacturer direct, and will be required to pay for the goods prior to despatch.

KOOKABURRA READERS, INTER CRICKET, KWIK CRICKET, HUCK, ALBION C&D

  1. Countries requiring Inter / Kwik cricket sets or youth equipment through Readers should contact the RDO, by e-mail, to seek subsidy as part of the Annual Support Programme. These requests should be in line with countries development plans.
  2. If subsidies are agreed then the nominated contact from each country should send their full order into the RDO, who will forward the orders through to the relevant manufacturer.
  3. The EDP will pay the manufacturer and then invoice the country for the outstanding/agreed amount.
  4. Countries who need to place orders for adult equipment, unsubsidised by the EDP, should contact the manufacturer direct. All orders through Readers will have to be settled before goods are sent out.

All orders must be completed using correct product code.

Academy Visits/National Squad Tours - Tournaments

Financial support through the ASP can now be requested for national squad tours to other member countries, participation in regional non ICC Europe tournaments between member countries and to help fund individuals attendance on overseas academies. Before support is allocated the RDM/RDO will require a report providing information on all details of the project. This information must include accommodation and flight costs and reasons for the event. ICC Europe will provide support for each project up to a certain percentage. Receipts will have to be provided before funding is issued. No support will be provided to a national squad tour or team who is able to enter an ICC Europe tournament that year or did not participate in the previous ICC Europe tournament for that respected age group.

The percentages are as follows:
